I’ve noticed that some schools clarify on their website that the time spent in ESL courses will not be counted towards meeting the years of full-time study in English. It’s NOT fair!!

You should always ask the admissions department to assess your eligibility for IELTS exemption. But you are right, if you spend too many time on esl, that time won’t account for consideration of the exemption of English language proficient test. You can try to contact Queen’s though, they can exempt your IELTS if you’ve studied in a English environment for only 3 years, as opposed to 4 years required by other university. Good luck to you!
